[Fixed] Israel needs License Plate Overhaul

In the ME Addon, trucks in Israel in game uses the old license plate combination of 7 digits.
But Israel since 2018 now uses 8 digit combination like so: XXX-XX-XXX

Israeli license plates in the game have now been updated to use both 7-digit and 8-digit formats. The change will appear in ProMods Middle-East v2.61.
