I believe it's a base game prefab, it was like that for 5.5 years and nobody noticed anything wrong with it, so I doubt anything will be fixed here

I noticed before but didn't report it. A few more crossings have that. Just need a few extra lines under the traffic lights.
However it is not game breaking

I don't think it's worth to be reported since it's old area that maybe will be improved in future.
So this is not a bug.
