I unpacked all stuff, and repacked it into an .scs file. Still nothing.
I guess it must be your new traffic lighting system. That's the perpetrator of all this problem...

I think the new traffic light system has nothing to do with it. I rather think that there is something that we are missing in our hookups and DEF files that SCS does have implemented...

Sorry for waking up an old thread, but I would like to report that this fix does work for the default SCS traffic signals. I finished a delivery to Hannover tonight and was pleased to see that the stoplights on the minor roads were not completely dark between 23:00 and 3:00. I don't usually end up with deliveries finishing in the dead of the night.
However, I don't know if the custom left turn signals that ProMods uses at certain intersections are capable of blinking at night.
If they are, then the intersection north of Hannover between highway 2 and Hannover needs to be looked at. It was completely dark during the above listed time frame. Otherwise, that one might be malfunctioning. I'll check it during daylight hours ingame to be sure.

I remeber a similar situation in this map, but i don't remember very well...
This is the reason for that traffic lights won't go idle at nights.
