I think he might be referring to sudden temperature changes. I've also noticed this in Iceland where it suddenly goes from like +10 to -15 which is super bizarre. That transition should be smoother. But I think that's because of how the game allocates climate areas and there's little we can do about it?

It is possible that some sectors are missing climate data, because the developer that created that area does not know how climate areas work
