I'm not sure that depends on the developers but the space is defenitely given

There is still some space left in Finland in different areas of the country.
So we can hope that someday we can get more places to drive in Finland.

Kajaani is not even started yet and there are still some problems with Iisalmi, that means that unfortunately you'll still have to go via Oulu.

I think that Kajaani was in plans, but thats 2 year old post.

Let's see what SCS prepare us in new DLC, cause Finland is included.

Southern part of Finland, in the coming DLC.

Everything else in Finland is made by the Pm team,because Scs will only do south of Finland and maybe in the future we could see more of Finland in the pm map.
