You need to have a root and everything else as leaves to the root
In zmodeler the root has to have the same name as the model don't now about Blender though
Root is a simple helper object like you use for flares and other hookups

Don't know if the Blender SCS Wiki applies (same object setup in Blender)

A proper model structure looks something like this:

In this hierarchy, the main root is "lamp_ch_basel_double". "VIS" and "collisions" are sub-roots or "parent objects", and the rest are "children objects". You need to keep to this root-parent-child structure. Otherwise you won't be able to export your model.

If you're using the "old" Blender2scs check this thread
http://forum.scssoft.com/viewtopic.php?f=111&t=9162

Root should be simple cube object wich is invisble (please correct me if am wrong) name is the same as the exported model name
This should do the trick (maybe)
