I too stopped by to ask this question, only to see several others had asked it before me So I will answer with what I believe to be the truth.
From my perspective, it doesn't seem like there's a much of a point to rebuilding Luxembourg at the moment. The reason is because, in a word, Germany. Much of Luxembourg's road connections are to Germany; moreso than any of the other countries that share a border with Luxembourg, which include France and Belgium. Now if you look at the German-Luxembourg border, it's currently a little... sparse. This is not the fault of the devs, but it's only because SCS really didn't build anything south of the complex of cities that we have along the Rhine. Now in reality, there's plenty of cities that could be included here, including Saarbrucken and Cologne, but that's for another topic (the ARP if you aren't familiar with it).
Getting back on topic now, I don't know if it's very practical or even possible to rebuild Luxembourg without these key features in place, mostly because you'd have a lot of roads going absolutely nowhere, and holes that need to be filled. So while Belgium may be done (or almost, I hope something is done about Liege but all in good time I suppose ) this is in no way an indicator of the overall progression of the BRP.
So as a good chunk of devs like to say: It's ready when it's ready.
