Could someone please explain the HH-[X] thing I keep seeing on all the signs? It makes navigating without a map in ARP a bit of a struggle.

AFAIK HH stands for Hamburg, but if you see it all over northwestern Germany, then can't help you.

It means Hansestadt Hamburg - Hansestadt is a historical reference to the Hanse in which a lot of coastal cities (such as Rostock/HRO and Bremen/HB, Lübeck/HL and many more) were organized. It's some kind of flagship name.

Does that explain why Hamburg's numberplates are HH?

Yes, and also why Bremens license plates are HB and Rostock's are HRO. There is a remarkable number of cities wearing this title, some of which that have it as number plate as well, many of them not in the game (HST - Stralsund, HGW - Greifswald, HWI - Wismar, HL - Lübeck).

And speaking of which, and since you are a German citizen, do you think SCS have got the numberplate letters right (because in game Rostock is ROS)?

Yeah, that's an issue with the numberplates (and not the only one). Coincidentally, I submitted a bug report to SCS about that and changed the numberplate definition so in a later official update there might be official changes about that.
