They do not exist because the countries are entirely DLCs or base map and not made by promods (except the south-west of France). These panels will be added only when these areas are rebuilt.

I don't understand. You are talking about road signs with km to some city?

Maybe those signs like in Poland while entering another voivodeship, but French style.

only I have seen cities on traffic sign but never seen km on traffic sign
look at the photo what do I mean, this traffic sign (km) always does not exist in France and Italy but also almost not exist in Poland I think...

STILL ONCE I say they are not in France and Italy because it is not done by ProMods but by SCS and SCS does not make these traffic sign. And if it exists in Poland. It will only exist when these countries are rebuilt.
