Localisation + realistic mexican license plates system for REFORMA map

Hello,

This small mod adds localisation for REFORMA map, exactly:
- Bulgarian: 90%
- Greek: 70%
- Japanese: 98%
- Georgian: 98%
- Korean: 98%
- Lithuanian: 15%
- Latvian: 100%
- Macedonian: 15%
- Russian: 100%
- Serbian: 100% (cyrillic version)
- Ukrainian: 100%
Other languages didn't localised yet.
Localisation sources: Wikipedia, Google Translate, my own knowlegde of russian and latvian.

As well this mod adds realistic mexican vehicle&trailer license plate system.
Researches made based on www.worldlicenseplates.com materials and information

Tested on ATS 1.49 + Reforma 2.6.5. You need to put this mod above of original Reforma mod files in mod loading order.

Wow thanks for all these QOL additions to Reforma! As a suggestion, could you change the Mexican states flags in the per-state exploration window to the actual state flags? (Currently all of the states use the Mexican flag)
