[Fixed] West of Antwerpen, AI overtakes on double white lines

When I was driving the road west of Antwerpen, near crossing with A73, I was overtaken by an AI car despite the fact that there was a double solid line, and also the "no overtaking" road sign just before that double-solid delimiter started.

Looks like ETS is getting realy close to a real life simulation :-D

AI behaves it's own way though SCS codes it as hard as they can.

Well, the road type that's used here does allow the AI to overtake. However, I should've placed signs there telling the AI not to do that. The lines here are not your typical lines, but actually a work-around trick to make them simmilar to dutch road markings.

The new road system should allow us to implement things properly, but unfortunately, we can't make new prefabs (and I'm not meaning reskinning existing ones, but new ones with different layout and sizes), so this is on hold until we can edit them.

This bug was fixed in a WIP version.
