[1.1.1] Fire truck random event spawns in weird places

The fire truck random event where the fireman cuts a tree spawns in some odd places. Instance of spawning in a concreted area shown below. Though not pictured here, I've also seen it spawn on bridges and obstacles such as train tracks and road barriers.
Another weird spawn at the Port of Vancouver's main gate; clipping over a jersey barrier with the tree sprouting out of the concrete.
