If you mean someone to sit next to you in your cab, SISL's Mega Pack has some static models of people, cats, and dogs.

I think he meant transporting passengers, as in, buses.
I'm pretty sure the rules prohibit me from posting a link. But Google "deTbiT Terminal Mod". It's fully for ETS2 and Promods compatible and all the DLCs. Partially (very) compatible with ATS. I'm using it now.
