load order catagory - ui - mod

Hi,
Where to put catagory ui mod in load order ?
I have a mod 'Turkish names for workers to hire' named catagory ui.
i have put it on top of everthing, nothing changed.
i have put it at the bottem nothing changed.
i can't find any info on the net.
