I made numerous attempts to reproduce this, without success (although I never managed to have the amount of traffic as is the case on your image).
If you run into such issues, I recommend quicksaving and then reloading your save to clear the traffic and the movers in the area. I doubt we can do anything to fix this, and I'm not even sure we modified Corsica at all.

Corsica sectors are from SCS, so if it's a problem, then an SCS bug.
