[Fixed] [#20704] [2.41] M25/M1 junction, tree on hard shoulder

UK. On the M25 clockwise, under the junction for the M1, there is a tree on the hard shoulder. The branch hanging over the left driving lane is collideable.

I looked to see if this tree was reported before, couldn't find anything. Apologies if it's a known issue.
