I can not confirm this issue in 2.30. I've checked it and for me appeared 140km/h (Show car limit) or 80km/h (Show truck limit), not 40km/h.

When I am driving from the Border it says: 80
But When I am driving from Zgorzelec then it says 40.
Do you tried this Way?

I can't confirm this bug either and I have tried this way.
So this is not a bug.
