They are to be expected in France as that is where SCS Software first introduced them.
I have seen the occasional harvester entering Uelzen, Germany from the northeast, but they disappear at one of the prefabs in town.
I don't mind seeing the tractors and harvesters roaming around, but I do wish that the areas they show up in were configured to allow them to continue roaming, not disappear suddenly.
With version 1.30 of ETS2, there seems to be some issues with the traffic spawning in general as I've seen certain vehicles show up even though their spawn rate is set to 0 in the config files for them.
