You can edit the map for personal use. You can not release it. That's against the terms, which you agreed to when you downloaded ProMods.

just hacking promods files is a no-go, but if you know how to do that, you could just have your changes in a follow-up mod or patcher that requires whoever wants to use it to get promods from here. as long as there is no promods code or material in whatever you provide, it should be fine.

You can release your map on ProMods base if the files you upload only include your map sectors and assets you added yourself. If you take ProMods as a base your users will have to download ProMods too if they want to drive on your map. See Project Balkans or from version 2.0 on Egypt Addon for example.
