As ScuL said in the livestream he did, Bulgaria is under development but not finished and there are other priorities. Perhaps in 2.40 we can drive to Sofia.

Ruse in Bulgaria is completed.

I'm pretty hyped up for Bulgaria. I'm a bit sad that the new stuff for it didn't make it into this update but I'd love to see what they'll do to Burgas, Stara Zagora and Plovdiv. Thank you for being so awesome!
