What is the newest version that does not require the Scandinavian DLC. Game is not installed, i deleted all my installed games awhile ago in a state of confusion & want to drive again. I have PM 1.98.

You can find ProMods 1.91 over here http://promods.net/compat.php
That's the last version which doesn't require DLC Scandinavia. But you will need to downgrade to ETS2 1.18/1.17.

Am 100% sure i was playing game version 1.21.1 + PM1.98 without the DLC. I could be wrong but 1.98 is the only PM i have & i updated the game using the game updater app. I deleted all my installed games & their settings in a state of frustration last year. It's makes no difference now, i just discovered i bought the DLC on 21/9/15 but i have no memory of doing so, so am going to install the game with all the newest versions & try my best to reapply my personal modifications. Looking forward to see whats in store in the latest ProMods & the Scandiavioan DLC.

You are wrong for sure, ProMods 1.98 is impossible to play without the Scandinavia DLC 
But since you have got Scandinavia, you can play the latest and greatest ProMods 2.02 version of the mod
