The licence plate thing is weird because it doesn't seem to be a mandatory thing irl. Both my cars don't have the EU flag, but they are both from the 90's. But I've seen brand new cars with plates that still have it and ones from early 2010's without.

i've had a 2002 "52" plate which did have the uk flag and european union stars
then had a 2003 "03" plate which was plain

I dunno I've seen plates with the EU flag that have dealer stamps on them, I think the police dont care too much as long as the plate doesnt have any illegal fonts or isn't made out of the correct reflective material.
Even then this is more for SCS to decide rather than promods.

I have lived in the UK for 6 years so I can comment on this subject from experience.
The EU stripe has never been mandatory in the UK, it depends on your personal preference when you first register the vehicle with the DVLA.
If you don't do anything you will get a non-EU plate, if you tick the box for EU plates you will get EU plates, it's optional.
In some cases, brand new cars are pre-registered by car dealers, in that case the EU stripe may or may not be included because it depends on what the car dealer guy preferred when he registered the plates. Most dealers don't obtain EU plates.
It's actually illegal to deface or remove the EU stripe because it's manipulation of a vehicle registration plate and you can receive very high penalties and be ordered to "renew" the plates by police.
So all those people who
French police however have been known to ticket British motorists that cross the Channel and do not display a valid country code sticker. A valid country code sticker is either;

- or using sand paper to remove;
