I can see the city in the map with a company and the road to it, and both the Egyptian and Israeli borders (Don't know if the borders are crossable)

Yes, Gaza was just a closed border crossing and scenery only.. No companies/facilities and NO ENTRY.
It seems awkward that there is (in-game) access to Gaza from both sides in spite of the blockade occurring on the strip since 2006.

About the borders, they are sometimes open, sometimes not, always with heavy restrictions I can't implement in game ...
Realism has its limits, like for cargo that the game offers to transport between Beirut and Tel Aviv by example ...
So, as for this example, you're free to decide : enjoy to explore the new area or ignore it

Simple : promods team wants to have an "accurate" map (as much as 1:19 scale allows to be accurate) and doesn't want to make disputed territories.
So no East Jerusalem and no open Israel-Lebanon frontier, because the first is a particularly disputed point and the second is permanently closed in real life.
It's their policy, but other developers (ie : non promods member) are off course allowed to use another policy if they wants (like the open Israel-Lebanon frontier mod for Middle East add-on).

Nuweiba is part of the Red Sea map, which (I think) has not yet been updated to ETS2 version 1.4 like ProMods has. So if you're playing on ProMods version 1.52, the reason your game crashes at Nuweiba is that you're crossing over into the incompatible territory. You'll have to wait until the Red Sea map updates to ETS2 1.4 to play there again.
