Yes. Granted, I haven't driven much in the actual SR area, but game loads and runs fine in other areas with all the maps you mention.

There is an 1.32 update out. Its over on the official scs forums.

I can't unzip this mod. I have message, that part 1 is corrupt. I downloaded few times all parts. And nothing.
EDIT. There are 6 parts, not 5. This is missing link.
