Network errors are usually caused by connection issues on your side. So you need to check your internet connection and make sure to download the files with a LAN connection and not WLAN to avoid connection issues.

It depends which paid download service you used, but in both cases (Payloadz and ProMods Store) the files are hosted on Amazon S3. So any connection issues would be between Amazon and your ISP
