[#32680] [2.60] Speed limit within cities 80KM/H

Version [2.60]
In several cities when passing the speedlimit sign the speedlimit does not decrease to 50 or 60 KM/H but increases to 80 KM/H. This happens most of the time when there is a reduced speedlimit on the road before passing the speedlimit sign.

I can confirm this bug and it's reported in internal bugtracking system with the case #32680.

Just remember add the version in title, not in the description in future bug reports.
