That's the plan - it will take too long to release all of it at once, therefore, I have decided to ensure that the first release would have the most important links and content, and then future releases would add other cities and roads that were missing in the first rendition of the new Great Steppe map.

Currently, the DLC is in the unknown state, therefore, I cannot comment if the map will get released before or after. In regards to the DLC itself, we will see what kind of assets it does offer. If there are many useful models, textures and other assets, then it might be required.
In that case ... probably no one will be offended if only Uralsk itself and the surrounding area would appear for the time being ...

I think that at the moment, you can do without the HoR DLC. You can always make some kind of train connection or something. Not everything has to be perfect as in real life, although I suppose that probably some train actually goes there. Sometimes you have to use what is there, and we will probably wait a long time for the DLC.

As far as I know the Great Steppe begins where RusMap ends (beyond Engels). So if you use RusMap, there would already be a connection. Otherwise a train could be a temporary solution. Or am I wrong about RusMap?

Yeah, there it was built a connecting road E38, east of Engels.
https://ets2.online/map/ has maps, without mods. And with ProMods RusMap, for ETS2
