To answer your questions:

What you see above is actually a part of the Iberia Merge Project. It's a village on the route from Lacq to Jaca. Pau isn't part of this project but I kept it in mind so possible future intergration of Pau shouldn't be hard. There's definitely space for it.

Is Lourdes and the city of Tarbes going to be included?

Sorry. but probably not. Both cities are relatively close to Pau which means that there most likely wouldn't be enough space for them.
