[2.0] Time speed in Munchen (D)

While I was in Munchen (the site where the Sanbuilder is located) I noticed that time moves as in highways and not slower like in all cities.

München has been rebuilt in much newer ProMods versions, so this is not a bug.

Also there is no full coordinates, screenshot that shows the bug and game.log.txt.
