[1.0.2] US police pedestrians near Penticton and Coquitlam

Found some US policeman pedestrians in various spots throughout BC, near Penticton, Princeton, and Coquitlam. They appear to be part of the map scenery (though they also show up in detours). There might be more that I've missed.

In Coquitlam they are near the poutine truck at the intersection and there's one in Penticton, near an intersection behind the XXX barrier doing a traffic stop on a car. There's one south of Princeton (he sometimes doesn't show up, but trust me he's there, reloading or going away and coming back sometimes causes him to spawn).

These peds should be replaced with RCMP peds instead (RCMP peds already exist in ProMods Canada {example of one here} so it should just be a matter of swapping out these peds for them instead).

Unfortunately some of these are triggered by random events and not all of those have automatic replacements for the Canadian models
