I'm not sure it is 100% accurate.

Dedicated territories, that seems to be ingame now. So is that Completed plan/roads?
Duplicate plans = Roads that will be done next?

Готовые территории (Ready-made territories) - already done
Территории, переданные под другие проекты (Territories, related projects) - another person builds it (territories for other/ further projects. [areas for other / further projects])
