[Fixed] [#27928] Wrong Traffic Signal model in Galati

Was driving thru Galati when I came across a signalized intersection, I found this intersection have a wrong traffic signal model

@WolfGuy100, I confirm this problem in ProMods 2.51. It seems that most of the roads in this map sector are not assigned to any country which causes "default" style traffic lights and A.I./parked vehicles without license plates. This has been reported in our bug tracking system, bug #27928. Thanks for your report!

In the future please include the ProMods version in the title of your bug report, like "[2.51]".
