Nice list you have. As said several times before, the team is waiting for the final part of german rebuilt by SCS.
Regarding your suggestions,

Osnabrück is already as a vanilla City there, so it deserves a rebuild, Emden would be nice since the old Addon does not function anymore. The whole northern area of germany could use some additions in my eyes. Not only Emden, Oldenburg could be possible, Ostfriesland and a little part of Wilhelmshaven for example maybe too.
Bremen could use a full rebuild also Bremerhaven could have some updates.

Braunschweig or Wolfsburg i Was already guessing it would come because the Team has removed a regular exit at the A2 and added the Cross Königslutter with the A39, but for now it has no function. But it is still not confirmed.

Chemnitz is AFAIK already confirmed for 2.50

Rügen is planned for so long as well as Cuxhaven and the B 73.. But I am afraid the A7 Scenery from SCS at Hamburg is that much grown, that there is really small space between Hamburg and Bremerhaven, so I guess no B73.. Sad..

In one hand I like the A7 Elbtunnel Scenery but I still think it would had been better if promods had kept their old Hamburg and just rebuild and refreshed it just like Scan 720 did it with Munich.

What kind of rebuikd are you suggesting for Berlin? I like Promods Berlin as it is, or do you think on special improvements?

Would it be possible to build the BAB66? Of course there will be no space from Frankfurt am Main to Wiesbaden, but from Frankfurt to Fulda [Fulda triangle (BAB66xBAB7) including Fulda] it would be possible. But I would let it start at the triangle Langenselborder (BAB66xBAB45), since there is no space further to Frankfurt
