How was it done so it is regional, for instance only for parts of Europe where it should be found? Just curious, because weather depending on location would be awesome... but I thought that isn't possible.

I suppose they are likely road lamps but bigger, wider, colorful and without pole.

They are in fact movers that are placed like pedestrians, planes, trains in the old system etc.
