I can confirm that problem, looks like something is broken then and an admin needs to look into

try downloading it with a different browser, it's incorrectly interpreting the file extension and opening it as a page rather than a download

Download works correctly for me.

I can't really help with client side errors but have added a mime type to our download servers to try and instruct your browser to download instead of viewing.
