ProMods

I have a problem! In several cities of the map there are no pedestrians in the streets. ProMods London for example is a very big city but i didn't see any pedestrians when i drove in it. Is that something that made on purpose (to avoid FPS issues i could guess) or it is a problem?

A developer may or may not want to include pedestrians. In places like London as you said I guess it's to avoid FPS issues.

I understand. Then i think i will turn them off completely in the settigs because it makes no sense to see some cities like Larnaca have so many pedestrians in the streets while the big cities are empty. At least now all the cities will be empty.
