Everytime you guys bring out an update for ETS2 do we have to pay for the download again? While we already paid!?

As you yourself correctly say, one pays for the high-speed and high-capacity download, not the mod itself.

No, you do not need to pay for every time you download the new version. We've always got a free download available. ProMods is, and will always stay, free.
But if you want the fast download, you will need to pay. You pay for the bandwidth you use for downloading our mod. And since that will be used by every download, you'll need to pay for the service every time.
