Well i went ahead and bought all of the map packs, and it still says incompatible, i have restarted my pc and steam

I bought the map booster pack with East, North, France, Italia and Baltic sea

You need road to the black sea dlc for ProMods 2.46 too.

Downgrade your game to version ETS2 1.34 and downloads ProMods 2.33 from the compatibility page.
