How do I reply to someone without quoting so they get a notification?

For problems that are not caused by ProMods

If I want someone to get a notification in their feed quoting them seems to be the only way but you can't quote posts directly above yours. I used to always do this on other forum formats but this is unfamiliar to me.
My ETS2 Maps: Promods 2.56, Rusmap 2.42, Southern Region 10.5, Paris Rebuild 3.0, The Great Steppe 2.0

My ATS Maps: Promods Canada, Reforma Map, Bellingham Heights, Montana Expansion

Quoting is the only way. You could quote, and then remove the quote with an edit?

Why are you not allowed to quote a post directly above yours then if it's the only way?

If you use the quote function usefully (that multiquote would be a no-go in most forums), it will not end up like that.
I'm really confused what is considered "unnecessary quoting" as I cut my quotes already to the specific line and the rules did not state to not quote the previous comment.

I mean if I check the Road to Asia thread, as example, I got replied with quotes not being quotes and that is so confusing to read.

Btw. do notifications work at all? I have set it for everything and the topics are subbed, but I never get any (beside the first when the posts got approved).
