Okay, a couple of things - all of the "load info" I saw (and followed) apparently left out some things. I have now seen YOUR post where you posted the files AND the order in which they should be loaded in Mod Manager. After following that order Rus Map NOW works, or at least the game starts and runs, so that is a plus.
You are the only person who seems to have the correct "up to date" info regarding ETS2 1.34/ProMods 2.33 and Rus Map 1.8.1 so thank you, it is appreciated.

Your problem was not the order, but the fact that you didn't use the new Rusmap def file.
