Where in the load order does this sit?

It gets top priority over promods and rusmap. So place it at the top of the mod order. Remove your old rusmap+promods connection as well. This one replaces it

Still crashes at Zelenogradsk border (when driving from Klaipeda). Using ETS2 1.25. Priorities are the way they should be.

So you must have done something wrong or a mod that overwrites it. I tested it multiple times myself.
