I've been working for on new sign images, but they always end up pixelated.

The one to the left is standard SCS.

Is there any way to fix this?
- Dale, get out of the hot tub. We're stealing a news van.

What resolution do you use? And what program do you use to save/convert to DDS images?
For me, it seems that it's better to use the SCS conversion tools to convert (unencrypted) TOBJ and TGA files to DDS files, since that keeps the image quality the best.

I used the resolution SCS used, 64x64. I edit and convert textures using paint.net. How do you convert it with the conversion tools?

That is a bit hard to explain. You need a TGA file and a TOBJ file (one in a "readable" format) and they need to be at the right location in the file structure. But this is getting complicated when you don't know how relative file paths work...

The tobj only tells the game where the dds file is. Not sure why you would need a TGA file, since the game really only supports an image saved as a DDS

I would suggest saving as 128x128, you'll be less likely to have pixelated images.

But Blender Tools converts only TGA images to DDS, that's why he needs a TGA.
