But I think the new road connection for PM 2.27 has released because the old one didn't work any more?

The updated connector was not released by the RusMap author(s), someone else just re-saved the map in the new game version (ETS2 v1.31), which uses a new sector format. The sector format used in the connector originally included with RusMap v1.8 is compatible with both ETS2 v1.30 and v1.31.

the old connector still works. The new one was just released for compatibility (It's nearly the same connector as before).
