I have installed all the dlc's that are required for the mod, but it still won't work..?

Are you running version 1.32? ProMods is not yet released for 1.32, so you need to downgrade your game back to 1.31 in Steam if you want to play ProMods 2.30.

In addition, have you downloaded all the files? (assets, media, map and models1, 2 and 3)

You have the def file that requires Special Transport DLC but you don't have this DLC. Please, re-download the def file without checking the box where asks if you own the Special Transport DLC.

In addition, you're running ProMods both 2.27 and 2.30. Considering that you're running an ETS2 version 1.31, you should only activate the 2.30.

Also, TSM overwrittes ProMods so it's not compatible.

Impossible to fix, you can't run TSM and ProMods together. Keep it in a seperate Profile.
For the Definiton file, generate a new one, with the special Transport Checkbox unticked.
