[Fixed] [1.91] Helsinki, wall with no collision at port

I have encountered a bug at ports using the prefab used at Helsinki. The walls on the loading ramp do not collide with vehicles, and therefore you can fall off the ramp, into the water. I have tested this at Helsinki and Turku, and it is probably safe to assume that it will happen at other ports using that ramp as well.
