[Fixed] [#21588/22750] [2.45 ME] Byblos, broken border control

When you want to go from Tripoli to Biblos, there are a border control.
In map we can see the road and cross the border, but the GPS and AI vehicles don't know that there are a continuous road and:
- GPS don't cross the border, it say to go from Tripoli to Larnaca in ferry and later from Larnaca to Beirut, then continue on road to Biblos.
- AI traffic end here life at border control ONLY from Tripoli to Biblos, from Biblos to Tripoli don't have any problem.

This bug has already been reported internally on bugtracker #21588, and it's fixed in WIP. Thanks anyway !

About GPS, it's reported internally too on bugtracker #22750.
