[Fixed] [#16694] [2.31] Rotterdam, AI disappearing at garage

It is very funny in some way, but at same time big issue if you try to leave your garage in Rotterdam.

Maybe screens will help to express the problem, i am still in shock and it happens with own garage Rotterdam.
One lane way to and away from the garage.
Short version : AI traffic comes in and spawns out on the threshold, your only way to enter the garage, didnt have this in previous version.

Am on version ETS2 1.32 with ProMods 2.31 and TCP .
