[Fixed] [#9948] [2.25] Elbląg, no closed road blockers

There is an intersection south of Elbląg which is probably meant for decoration purposes:
(sec+0007-0005);31828.5;49.321;-18889.4;1.20011;-0.363248

However, the intersection is not closed down, so you can drive off both directions, accessing background areas and/or holes not meant to be seen.
