[Fixed] [2.16 & Hotfix] E40/E17 interchange, speed limit issue

The ramps at this interchange in Belgium have a speed of 60 kph, which is unsigned.
The AI abruptly slows down entering the ramps and the player will get marked for speeding.
The speed on the ramps doesn't return to 90kph until you get to a merging fork prefab where two ramps meet.

I've placed some more speed limit signs hopefully this will resolve it in the next major release
