well, I wish that could be true but in fact it is not possible due to in-game scale and economy. If so many spanish cities are added that will unbalance the game economy. Probably half of the cities you have choose have little chances to make an appareance in the final release of the entire map of Spain.

On the other hand, I think the Portuguese cities you have choose is a good number.

So you've seen the A-15 between Soria and Medinaceli by Ivan, and now you'll see the A-2 and N-II between Medinaceli and Zaragoza by me ;)

Using these DLC assets is what making ProMods outstanding. Both you Realdeal and Ivan is doing an amazing job on Iberian Peninsula :D
